Umbrella’s experimentation in secret underground facilities had leaked into Raccoon City as evident by contamination. Much of this has kept itself out of the public consciousness, though some reporters have begun trying to unravelling certain layers. The majority of such renovations is the result of Warren’s privatization of the city’s infrastructure, though it is through that partnership that the Umbrella Corporation has taken control of the city beyond simple investments and public works. Roads that were long since in need of reconstruction finally had the funds to be cleaned up and repaired, old rotting buildings were entirely renovated, and funding for the out-of-date Police Department found itself enough money to finally modernize to the standards of the looming 21st Century.
